Read-only: no Notes/entity writes occur during generation. Paid generation: charges `lore_bible_generate` (2.0 SU) via the SSOT when LLM synthesis runs; a budget-exhausted tenant receives HTTP 402. When no LLM synthesis seam is configured the result is a deterministic projection and no SU is charged.
